Use of CBA questioned (RegBlog)

Does cost benefit analysis (CBA) significantly improve the economic impact of new regulations? how do political interfere with the technical scrutiny ? What is a "midnight" regulation"? (a regulation adopted close to the end of the mandate of the legislator.) Two ex staff members of OIRA now in academe take a new critical look at CBA, beyond the usual issues of the morality of the entire enterprise or the correct discount rate to use or the treatment of uncertainty.
